Russia that dropped bombs hours after agreeing to a ceasefire with Ukraine, that's your definition of sane and civil? Prices are actually speculatively influenced by OPEC.
Factors like wars, rising geo-political tensions, natural disasters, govt change etc can disrupt the productive levels in a particular country, which ultimately affects supplies and price.
